They literally changed it last year from 13 to 16. This manga started in 2021. This chap came out in 2021 or 2022 at most. Which means it would have been totally legal and okay for them to do it whether it's according to 1770 France or 2021/2 Japan.

That was the federal legal age, but every individual prefecture had set it to a minimum of 16, as I recall (as is their right).
