It is a little strange, but it could have some benefits. This will prevent every scene that takes place in a populated area from becoming the same "HEY! WHY IS THAT GIRL NAKED?!" gag. Everyone treats the situation as normal and is oblivious to her suffering. Just because everyone in this world sees it as normal won't mean it isn't embarrassing for her. I think it should work as long as they don't go too far with other naked women. It needs to be limited to only being topless and not typical of most of the women.
