Chisato saw Takina’s boxers during the VR battleroyale fight. It’s at page 12 and it’s not very obvious (the anime does a better job at this scene), but point is she saw it and wondered if she’s seeing the right thing.

No way, Majima still being alive and pushing people who got guns to use them isn't a conclusive ending at all. Also I don't remember how long ago, they announced a new animated project. But we currently don't know if it's a season 2, a movie or a spin-off (about Lily Bell or anything else)
