I'm guessing what's about to happen is that where as before Desscaras had a dozen or so fiercely loyal majiks that she relied on and many more she subjugated, now the situation has been reversed. That could mean that she now has some control over a lot more majiks than before.
Her previous state WAS the nerfed state!

Also I doubt it's a true nerf for the rest of the story. She was powerful but this story has a good way of keeping her strength from being end all be all so nerfing her full potential is unneeded to allow the others to shine. And I trust the author enough to not do it unneccissarily. There might be a possibility she loses some of the majiks she had captive but the ones she had loyal are likely to return to normal by the end of the arc.

I feel like the story is also implying that, "heaven becomes earth and earth becomes heaven" that just means that all the good magiks that that were on heaven are now released and the bad ones are now loyal
And as you can see Desscaras is always using the same 10 magiks so her powers being reversed that just means insane buff but I'm guessing that since she is not used to all that power she is gonna lose herself for a moment until she gets used to it again
