It's ambiguous, it's not meant to be clear whom he likes and there is no way to infer that from the context at all. Hence the second bubble in that panel ends abruptly. Due to the timing of the moan on the next page, it could be inferred that he likes the female teacher (this seems to be the most common interpretation in the comment section), but that's not for certain. Some people think he likes the female teacher, some people assume he has a small crush on female MC (I assumed this), but either way there is no way to justify which is actually the case. This bubble is supposed to be ambiguous.

I don't think male MC's disturbed expression is a good justification for him liking the female teacher.

His disturbed expression could be because he's seeing someone having sex in front of his virgin ass for the first time, and it's his teachers who are fucking, at that. On top of that, the teachers are fucking at school. At a Japanese school where things like this should not be acceptable or appropriate in Asian culture. Seeing the teachers going hard at it made the kids aroused and they ended up doing it too.
