Not outlawed. They talked about it when Jin got the marriage invites saying some of the women were just aiming to be concubines and Reinhardt's mother was the 2nd wife of his father. Which honestly, I'm jealous. This man got a pretty wife and then her twin sister.

She isn't underage, but she is a Teenager.

On another note, age of consent (or being under-age) is subjective.
I mean, in many countries that age is 14 or 15, while in some it's 21. And this is current situation, can't say what it would be in the future (i mean, some countries might even increase it to 30+ as well in the future)
