@HDMI1 I'm pretty sure that is not the only reason. Sometimes it is because they don't have anymore raws. But the more common reason is that they have way more series than translators and there translators come and go. New translators want to translator their favorite projects but what about the others series past translators left behind when they left? If none of the current translators want to translate a series it basically gets forgotten.

You could literally make the translation up yourself and have it read really damn nice. It would be wrong, but still look great.
