In 26 chapter, she has very little focus time on her, which is only chapter 6. Outside of Lord's Legion arc, most of the time it's about Azul with chapter 3, later half of 7, chapter 10 down bad, chapter 21 after down bad, chapter 23-24 La Verita. Sulfur also gets some with chapter 4 power expose, chapter 8 2v1 Kiwi and Utena, chapter 22 first time lose in fight. So overall her friend has more character development than her.

I had been wondering if this didnt also happen in the anime!

To be honest the anime does a phenomenal job, the manga is over so fast, the anime draws the good parts out further.
