Everything she said is specious. Her concerns, her issues, her vendettas--they're valid, but let's not pretend we don't know the impetus for doing all this.

Her family was killed in an outbreak of unrest.

And thus she thinks the solution is to do the same to everyone else, creating orphans and bereaved the world over. That's what it's really all about for her--revenge on a world that took her family from her. She couldn't/can't find or think of a reason why it had to happen (there isn't one, that's how it is when humans are involved), so she's lashing out--but with a veneer of self-righteousness, maybe even a little sanctimony.

She should just spare everyone the pretense, and admit she just wants to see the whole world burn. She is now just a different side of what killed her family in the past, after all.

This is all ridiculous.

Francine "came back from the dead"? Everyone else we've seen so far were just zombies. Maybe she didn't die at all, or "died" metaphorically. Or maybe someone else is riding her corpse about.
In any case, she is nuts.
Humanity = Evil, therefore Magical Girl Tyrant Empire. Suuuure. And what is she going to rule over once she is done destroying everything? What kind of insanity would push her to create a magical weapon more powerful than herself? Doesn't she know that always ends badly?

... Especially when she made it out of Best Girl. ¬_¬
