It's probably overused, but I actually like the whole thing where someone's powerful but poorly ranked because the system gauging things isn't tracking everything it probably should be. Sort of lends a sense of realism to the systems, because it takes goddamn forever for laws and regulations to catch up with the reality they're meant to deal with, or they might even be flawed simply because people are being unreasonable about something.

Now that I'm re-reading the series, I'm baffled that this technique to knock out mages wasn't used again by Tatsuya at any point later in the series (as far as I can recall). Seriously, it's such a waste to not use it again.

... That girl knows the 'Silver Horn' belongs to 'Taurus Silver', but somehow doesn't connect it to the guy that just used it, and was carrying it for who knows how long?

Poor story telling right there, having to dumb down other characters.
