Watching over refers to something like looking after, like our ancestors watching over us from heaven.... looking after, offering protection, not stalking!
He watched over her, realised their compatibility over time, offered marriage proposal when she came of age. What’s wrong with that? They have a connection of souls (or at least he yearns for it!), as she is his “fated partner”
Although it is weird, he was thinking of eloping with one sided feelings!(at this point it’s just funny, cuz it’s not really one sided)
Had that (⬆️) not been the case, it would’ve been a serious crime though!(not that elves understand human crimes, nor is he well versed in love/romance -in his defence)
But srsly, thank god for MC’s advice, this all looks reasonable in theory, but reality’s disastrous given one misstep!

@ ArpanaR - "He watched over her, realized their compatibility over time" - I think he discovered that she was his "soulmate" right from the beginning, which is why he watched over her.
