It seems that was the end of their cooperation, with Narnia now having the impunity to strike at both the illegal human and a dangerous criminal.

But yeah, if Shiida is the only one who's presence was unerased, then Baal is definitely planning on something. Probably to entrench Shiida to be even closer to Iruma, since she was the "Nice Big Sis" and his dear teacher, with Iruma getting Sullivan or any of his allies to shelter Shiida from DBP. Sending Hugh to "stay by his side" can be read as that... again, assuming that Baal and Narnia's collaboration is at an end.

I think it's actually Iruma's fault, since he broke the spell everyone else that was effected by it remembered her at the same time.

I thought so too at first, but on page 14 Henri says that the reports have been coming in over the past few days, while the conversation between Iruma and Shiida happened moments earlier.
