Probaly Colluding with Narnia so he can destabilize the election with Narnia last minute aplication to the crowns because of his influences. Use the disconfort of other candidattes that felt betrayed because of Narnia apparition so He can touch the idea of a "extra seat" only to introuce in public the idea of a New King, after all like the other two crows, he is also lost and for more time than anyone.

If this situation was made to force Sully ascention to King, then I would argue that all the other cadidates aside of Bashiko are also colluded with Baal (at least the noisy one), and this is a plan so he can have as many allies in the 13 crowns and do control thing by majority vote. But maybe Im stretching to much. Even so, Baal the political game is really good. Although like other already said, knowing how devoted and extreme are the demons with herarchy power and related, suggesting a new King so blatantly would be cause every one in the room (in special the 3 sages and other crowns) just arrest him or execute him the place.

So, we know Baal is a baddy, but we also know he isn't dumb.
Not only is proclaiming to replace Demon Lord Delkira pretty much considered high treason, doing it in front of the the Three Greats is nigh on suicide. Seems pretty dumb, but I'm fully convinced the cocky bastard will manage to turn it to his favor.

Either way, chapter 300 is going to be an absolute bloodbath.
