1. he is just a matchmaker who drags people to their fated lover. so if one of the other witches got taken, they might be teleported to a different guy who fits their tastes?
2. bogeyman really is the dog(?) on the final page on earth, and ML feed it sweets before, so it's repaying ML's kindness by teleporting a witch to him while he is depressed..
