I don't think Shien doesn't like Mode. I think it's more that Shien, much like all the witches, is so emotionally damaged, that she no longer has the capacity to show anything. Besides, she was always an introvert, even in the before times, hence why she needed Tama.

When Shien and Mode-chan met, it was said that they never really met eye to eye, and Mode-chan was helping Shien just 'cause she liked Tama, but now I'm glad that they are supporting each other despite the past differences
