The "Evaluate" result worsens based on the difference in mana between the user and the target; therefore, giving this skill to a knight with low MP wouldn't be very useful, as any random monster would likely have more mana than him, resulting in a vague or blurred reading. Furthermore, unlike monsters that can evolve however they please, this isn't a skill you can simply acquire just by wanting it—as he himself told the little girl.
