How do Europe and North America work when most of manufacturing was transferred to cheaper labour countries? But even before that, automatisation and mass production already removed a huge bulk of work when a tireless machine with one operator can do the work of 10 people. Now we are also living a phase where the so called AI will progressively start to replace the kind of jobs that a short while ago were still considered to be secure from being taken over by automatisation.
I doubt Procell's system even needs to go that far. After all, he needed to do it in the beginning to make the place comfortable for a huge amount of visitors, adventurers (stopping there on their way to other dungeons), tourists, merchants. But if more people move in, some of the automated work can be performed by humans, to create jobs, if it seems necessary for the economy. Procell isn't running the place for financial profit, in the first place. Sure, he needs to make profit to keep the place going, but what he actually wants are the numerous people generating emotions for him to harvest.
