Alright, next step. I hope you've been recording everything that they've said and keep recording everything else, then expose it all and see as the greedy bastards are lynched by everyone else in the world and all that they have managed to accumulate gets ripped apart. Or, you know, do the stupid thing and engage in their obvious blackmail and ripoff action and end up losing stuff and respect and become an utter doormat that you'll probably end up doing because you're a Japanese MC.

No, that dude looks 100 times more suspicious than the city. That's the face of a mass murderer in the last panel.

i mean... he kind of dose... but not really.....
the thing with being a demon lord is that you value people waaaaaaaaaay more then tresure like most humans.
he can more or less pull gold out of his ass thanks to the number of people in the city even now giving him unlimited gold coins to work with.
of course he dose realise that giveing TOO good deals is going to make everything look suspisoius so later on he is actually going to make deals worse for the sake of them looking more legit.

TL:DR its hard to rip off someone who do not value money more then the dirt they walk on as he have close to limitless money.

It's "does", not "dose". Sorry to go grammar nazi on you, but it took me a bit to figure out what you meant there.

Gotta say though, artist's um... art is hella cute and sexy, but he's got a bad case of same face.

@Kazouie oh so he needs humans to feel either happy or other emotions and humans in stagnant morale are bad for him. yeah, now I can see why he refused to export so people get excited to come to the city and buys their exclusive items.

@Dezaki Yeah, like Kazouie said. The dungeons feed on emotion. All the dungeons before this one fed on hatred, fear, desperation, things like that. Because the MC didn't want to murder people left and right to do that, he decided to create the town so he could instead feed on happiness and satisfaction.

In chapter 1 it's said that it's a demon kings' job to collect Dungeon Points (by making humans experience emotions while inside dungeons).
If you meant why he decided on a city, instead of some generic dungeon, he just wanted a cozy place he and Kuina (and other demons that followed) could live in.
As to why deny export (my economical knowledge is far from perfect, so i'm open to corrections), that would stimulate immigration and development of the city. If he'd allow it at this point his city risked becoming a banana republic (an apple republic?) (sans political connotation, maybe). It's located on a well-travelled road, and settlements tended to develop around yams/post houses/taverns/inns/etc., so maybe risk is not that big, but it's better if the city is more than just an inn with plantations.
