while I don't mind the sniping per say since new content is new what I do however have an issue with is this new system of getting notations for chapters that just aren't there.

Whilst I can understand their reasoning of ensuring new uploaders are legit, I will agree that it is irritating to be notified for chapters that won't exist for a couple days or maybe not exist at all...

2) it does not stop them from showing up in feed.

Didn't the delay start because of people getting the site nuked because they were uploading licensed releases? There was that one group that accidentally did it by uploading fan colored Boruto, but then there were the idiots who think "manga is meant to be free" and "it's not stealing since it's digital" who keep uploading Viz releases, and the trolls who would like to see the site taken down...

Is it really sniping if they uploaded the same chapter? I've followed a few manga on here that have two groups consistently uploading the same chapter.

Personally I think they've done a pretty good job, and perhaps the two groups can work with one another if the workload gets to be too much.

Anywho, hope they both keep up the good work, I appreciate both.

It is sniping. Whether the intention is, intruding in halfway, and taking over the next chapter is considered a snipe. When you see two groups are consistently uploading the same chapter, it most likely means that they are trying to fight to the "right" to scanlate, in other words, monopolize the series. I bet there are few scanlators that don't care, but those are extremely in minority.

Putting sniping aside, this one was badly translated and he really needs a proper PR to proofread his translation as well. This extra chapter was relatively easy to translate, but when it comes to the main storyline, it could get a lot more hectic.
