Either the author is an idiot or he's playing 4D-chess and having Okaya use that example because he is so used to the predator's perspective that he doesn't realize (which would be out of character for him).

In an earlier chapter, she said she targeted the biggest cowards of the group because if Okaya died they would fuck off to another continent and never be seen again. Maria wanted to punish all of them and letting two get away would be unacceptable.
