It's pretty normal for the first few chapters of a new manga to have more pages than the rest. Allow the mangaka to tell their story better and hook the reader

Even if the building was abandoned, explaining the trap door, the money you spent installing it, the money you spent to get all that water, etc. is going to be hard. Not to mention how she managed to transport him over there in the first place because video surveillance most assuredly would have picked that shit up.

Because there is an option to let him survive. If you wanted him to die for sure, just kill the fucker. There's a lot more clean and a lot more brutal ways to kill him, with probably a lot more poetic implications like having him write a suicide note and hang himself or take poison.
Again, it would have been a lot more interesting to me if one of the kids reformed after seeing his friends kill someone and so tried to make amends and live a better life. That would actually give the story tension and make it interesting.

The "option" is probably there to give him a false glint of hope so he can try to escape his current situation, which will push him to take drastic measures, instead of giving up right away. This is a very common trope in this kind of narrative.

We saw this dude bullying Nagare by trying to drown him in a bucket in chapter 2, and in chapter 3, we saw him trying to drown the girl, that's why the Mom picked this method of torture (She knows because Nagare kept a diary of everything that happened to him), which means that every guy will probably die in a way that reflects the kind of pain they inflicted on her son.

That's also why:

If you wanted him to die for sure, just kill the fucker.

She could have cut his throat while he was unconscious, but she clearly doesn't want to kill the dude the easy way.
