I'unno, not unheard of, if raws are hard to come by? I've seen folks do credited e.g. Spanish scanlation to English, because it's easier to translate, and I've seen folks generously offer their PSDs to other groups looking to work in languages they don't speak. I'm sure some people do it on the low. I know this doesn't exactly have a credits page, but they might want to include a note or something in the future, because kinda bad manners I guess.

It's not the worst idea for QC to flick the CL/RD layers on/off to make sure you have text everywhere the raw does, so I'm hoping it was a "qc pass saved on close when they shouldn't have" rather than a "actually nobody's clearing." I know somebody's clearing because there's visible Brush tool cutting into the border in an earlier bubble... sigh
