SOAP has been around for millenia, but it was mostly made from animal fat, from what I remember, and it wasn't used for hygiene. In fact, because it was made from animal fat, it was extremely oily and smelly. Decent for cleaning purposes, but not so much for making you feel clean.

Even today, soap has various types (bar, liquid, body, hand, face, etc.) and effectiveness, so while it's not the same issue as in the past, it's still not as simple as "being soap".

There is no way that the amount of electricity coming from a usb web camera would kill you.

If you have shoddy wiring in your house, you might get current on the outlet's ground wire. It won't affect anything generally, but it can give you a good shock when you touch back of your PC with one hand while holding some other properly-grounded conductor with other hand.
