I mostly agree with you. "Mostly" instead of "entirely" because Milly is a child and a girl and so can't be expected to behave like Zeff when reality hits her in the face and Zeff shouldn't have gotten her involved in this.
Still, once she set her sights on him, he was kind of in a no-win situation. If he refused her and tried to deal with this on his own, she clearly is very much the kind of egotistical moron who would butt in and either get herself or him or both killed. And if she got killed there, you can bet that the adults would hold him responsible for "endangering" her.
