I'm betting that the time control ability has a limiter of some sort. It could be like a time skip that of which makes them look like they are stupidly fast like the assassin Hit from dragonball. Its possible to keep up with it or outright defeat it if one is fast enough to defeat the enemy before they can activate the ability. I didn't think I would like Himari but, she is turning out better then I thought.

Also, i always found it interesting how female characters panties often times have a cute little bow at the fringe.
