Yes, the story is still ongoing. Chapter 12 starts a new arc where Asuka and Hotaru are older.

That is so messed up, the father is disgusting for doing all of that to her and her sister. Leaving horrible scars of trauma and suffering, he deserves the highest punishment. I will not say that it should be death but he deserves something that makes him want death.
