@OP_Zed Around the 1600s or so, there was a joke in Central Asia. Timer was long gone, and Ghenghis was forgotten. The only Altaic nations to speak of were HORRIFYING but they stayed in their place. Except, of course, for the turbo-racist Turks and the turbo-friendly Mongols. Despite being virtually the same, the Turks were stereotyped as urbanites and the "Mongols" as nomads. The Turks hated the Mongols because they would raid their town, whoop them, and then expect to engage in trade afterward. The Mongols saw all this as good fun! They didn't mean any harm when your entire family was massacred and you were the only survivor, then just wanted to sell you back your own furniture AT BARGAIN RATES.
I don't know how true this was, since it was the sort of propaganda used by China and Russia to expand into Central Asia at the expense of the dominant Mongol powers, but there you have it. So they are both Mongols and Turks. They are Turkish elves, probably. Not that there's any discernable difference.
