the degree to which everyone in these comments is completely missing the point by still obsessing over meguro's "first time"s and whether the MC gets to have sex with her or not is so funny
There's was a message along the way to beautifully portray that a relationship is more than sex, and that Meguro wasn't less of a girl for "not being her first time" but the final developments are painfully obtuse.
The author purposely avoided them having sex till the very end, it doesn't deliver on the message above, it just shows extreme pettiness on the 9℃'s part, it went from "sex isn't the most important thing" to "don't have sex, lol". It made Koga's event in which he refused to have sex with Meguro look completely stupid in retrospect, he now validated all the comments misplacing his extreme chivalry with utter idiocy as it indeed was his only and last time he could ever make to love to Meguro in the whole series.
Koga can't fulfill his relationship with Meguro in its fullest, but he could deliver Meguro right into her literal groomer for tutoring to appear mature and above jealousy? That is not right, by any stretch of the imagination.
Another series with a similar premise, even harder on the female lead having had sex with more people than Meguro ever did, "
Keiken Zumi na Kimi to, Keiken Zero na Ore ga, Otsukiai Suru Hanashi", still had the author have the minimal sense to have them make love, even if it took years for them to do it.
