Maybe something like "I know people will cheer up from just getting some candy" or "I can be so sure that people will cheer up just from getting a piece of candy." - because it's probably supposed to be a double-edged reference. When she says it, she means herself but she's also doing the Chechov's gun by pretty clearly implying it's her plan to use it (and then she does).
