"Doomer" is a common term on the english channel boards for people that have given up all hope in life. They're symbolized in memes with the guy in this comic (called Wojak, feels guy or doomer depending on what board you're on).
Last year, there was a comic strip where the doomer tries to talk to a girl and she immediately threatens to call the cops on him for no obvious reason - followed by a second one where he's just thinking that she'll call the cops, while she actually thinks that he's cute and hopes that he'll speak to her - followed by a third one, where he thinks the contents of the second strip, gathers his courage, talks to her and she threatens to call the cops.
