I still find the idea that she has to pay for the damage to the army's ship absurd. It's a fucking battle, damage is going to happen, and they didn't even bother to investigate the cause of her ship going out of control-- 'we' know that it's a shitty design flaw on her ship, but it'd be really fucking easy to assume it was combat damage (y'know, from the fucking space battle going on), that caused her ship to go out of control. From what I can see, the space army are a bunch of whiny, prissy tossers who cry as soon as their paint gets scratched, and the bureaucracy doing whatever they want with shitty rules and regulations that allow the army to get away with their fraud. If all of this happened outside of the battle (like, when she was going in to dock afterwards or something), then it'd be less mind-numbingly stupid.

It makes at least a reasonable amount of sense to charge her for repairs to military property that she damaged. However, what's actually killing her here isn't the repair costs, but a bunch of extra fines and penalties a mercenary-hating officer tacked into the whole thing. Serena, that lady officer, had given orders that Elma was to ONLY be charged for the repair costs and given no extra penalties, but this other guy threw a bunch of penalties on anyway. That's what's really making the whole thing impossible for her to afford.
