As to why he's still acts like that, this is a common trope with stories like this. If an MC is weak willed, then he will stay acting like an ultra shy virgin.

If you really think about it though; The gods can grab whatever guy from another world to do their bidding, it's perfectly logical they would choose some spineless pushover.

You forget that the thing women are most attracted to is "power", whichever form it may take. And who's more powerful than this "Great Mage" so far? It would be logical for them to want to stick as close to him as possible, using whatever means necessary.

If we're trying to make sense of their behaviour in-universe, then they decided that a simple kiss on the cheek is enough to ensnare this wimpy child.

In reality, I simply don't believe the author is capable of writing anything with any amount of depth, so there's no point in searching for meaning.

Purely speculation, but would explain why the story is progressing the way it has.

The decision was likely made at the editorial level to meet the requirements for a vacant slot in a publisher's magazine. Sure the author and mangaka could have held out for a slot in a more adult magazine, but there is no guarantee that opportunity would materialize.

So rather then force the issue, it would be easier to tune the story to a more child friendly magazine. So some fan service is OK, but full nudity and the orgies everyone seems to crave are a complete no go.

The problem I see is what I specifically mentioned in the example on my previous msj: the girls doesn't see him in a romantic light and don't consider the possibility. For whatever reason it didn't click on them and now he's firmly on the friendzone.

Romance and gratitude are separate things, no matter how grateful you are of a person if you don't see him even as potential romantic partner then things like kissing and more are out of the question. I found proof that Girasole doesn't see Tooru as romance option on this very chapter, where the possibility of kissing him (on the cheek, mind you) didn't cross their minds and one of them had to spell it for them. I think there is affection (as in BFF way) though, but none of them are going to invite him on a romantic date anytime soon.
As for him he's just a regular young man and of course is attracted to them, but he knows making a move can potentially he risky without definite signals (signals which never came) so he's more than content with what he gets. Maybe too content. Also, previously when the scumbag noble suggested that Girasole makes a honeypot trap for him, the ladies were obviously disgusted by that, but probably was more for the insincerity of the situation so I don't know if can be considered proof or what (I personally don't but I mention it nonetheless).

If Tooru makes a move when they kissed him, or asked for it he could have potentially destroyed the friendship he had with them and not unrightfully. As I said, I see Tooru is firmly in Girasole's friendzone and no one is willing to change that (Tooru might not mind, though). If that status could change, they had hundreds of opportunities, even if just showing interest on Girasole's part.
