We don't really know, out of all the spirits that we have seen so far, he has been one of the most mysterious. Normally they interact with Miko in one or another way, they serve a purpose to spook Miko at times or to give us hints about what is happening around her.

But this guy just suddenly appeared when Miko was about to be run over by a truck, Miko saw him after being saved and suddenly it disappeared. It did nothing, but a peculiar thing is that it had a small sickle in his left hand.

I'm inclined to think that it's some kind of grim reaper. Maybe the father died moments after that photo, and the spirit appeared when Miko was about to die.

I think Miko was older when it happened. Not entirely sure when it was stated but wasn't it just a year before the story's start?

yeah, you might be right. But then what reason would that specific spirit have to show right there.

Maybe he wasn't in the photo originally, and is using it to haunt Miko for some reason.
