The "senate" has meant very different things at very different points in time and places in the world. At its most literal, it just means "assembly of elders", and at some points in Roman history, the Roman Senate was basically just a bunch of advisors to the actual power-wielder.

Historically most monarchies had parliaments of some kind. In France they had the estates general. Usually the parliaments were for the nobility to politically organize and have a say in how the country is run collectively. In France’s case the estates general had basically no power and could only advise and petition the king and they could be called and dismissed by the king.

France also had parliaments, however those were judicial in nature and they had multiple parliaments like the Paris Parliament, the Bordeaux Parliament, etc.
