Outside of the territory, the war between gangs is slowly heating up, and water mages are valuable, especially one that has been educated in some regard and improving their finances. They are not hesitating in protecting her when she is out.

Roman slaves were even given the opportunity to eventually buy their own freedom with the wage they made.If she's successful with her ways, the definition of 'slaves' will slowly start to distort from expendable physical labor into valuable workforce in the community.
