I think the 10 "boost" was either just him saying random stuff like "I've gotten way stronger/I'm twice as strong as I used to be", or it's the amount by which he increased over his previous strength. The "41" boost is probably not a "boost" as in improvement over what he had before, but his total increase over an unevolved person considering he said they would both be around 80 times with the strengthening ability.
Basically, I'd say it's just the writing that is bad, not him lying. Though I can't tell if the problem is with the translator or the original author as I can't read the raws.

Yeah, they were somewhere around 30 before this. The 10 is about how much they increased in one go now, the 40ish is how much total increase they're at since first evolving.
Meanwhile, the guy who can spot a mosquito from that far away would be more impressive if he could also kill it at that distance. Set this guy up with some sniping gear and training, those eyes are way underutilized right now.
