It's a tricky thing I guess. If it's something they can duplicate and reinforce, it'll probably need to be found in larger quantities to be as useful. If it's strong enough that they can't do either to it, they have to decide which one needs it more but even with his future knowledge it's not like he can predict everything they'll encounter and when, so it's kind of down to guesswork on who will really need what.
