It seems the official raw link has changed, as the one posted just goes to the site's homepage.
Here's one that goes straight to the manga's page on that site.

It seems to only have the first 3 chapters, though, and says to use the MangaOne app (https://manga-one.com/) for the rest, but it's Japan-only through Google app store. If you install a 3rd party app store, like QooApp, you can download it through that outside of Japan.
It seems you can buy it, too. There's a link from the UraSunday page to what looks like an online store. I'll post that for convenience, too.

That being said, I'm a bit surprised that it was published and sold without being redrawn like One Punch Man was. The art does seem better than in OPM (especially with the early chapters), but it's still a bit rough, so I had assumed the serialized version would be done by a more experienced artist, too. I guess it works for the tone, though.
