@Hounder Race is irrelevant in age-of-consent laws. Assuming this universe follows the same principles as the real world.

Even though the age of consent in Japan is about 16, if a 16 yo Japanese boy moves to America, he would be considered a minor there because now he has to abide by their laws.

The only thing age could possibly have an influence in is culture. So even if the dad doesn't want her daughter to date because of cultural reasons, there shouldn't be any legal issues in dating the dragon chick unless she is, by law, underage. Judging by the fact that she is a judge, however, means she is most likely legal.

@mtbrown72 Just an FYI, but that would largely depend on what state said Japanese boy moved to: in the US, the most common age of consent is 16 (30 states), followed by 18 (12 states), and lastly 17 (8 states). Also, the term "minor" refers to someone under the age of majority, which is a bit different than "someone under the age of consent", though typically if you're the latter, you're also the former; that said, our hypothetical Japanese boy would be a minor whether in the US or Japan, as the age of majority in the US is 18, while the age of majority in Japan is 20.
