Seeing as the Medusa in chapter 1 got away with petrifying a kid, I don't think that taking a photo of someone is going to have major consequences. Also idk how Japan laws work, but in America it's perfectly legal to take pictures of whoever or whatever you want as long as they are in public, so maybe this world just has more American laws in that regard? Because in a previous chapter the vampire dad was going to buy a gun as well, so who knows.
