Even considering the fact that Japan has a lower pass threshold than many western countries it's still bullshit. At least the guy with average 3 got reprimanded.

For that matter, what the hell does the bear have to do with the rest of the chapter? Is it a metaphor? Of what? Is it momose? Is she the bear? Is someone going to have to shoot her? Is this foreshadowing? Chekov's bear?

It's a running gag in this series, where each chapter starts with a small skit that shows a countryside scene, usually accompanied with "When **** you can really feel the spring has come". No connection to the story, just for fun and memorability.
