Yes, he is speaking dog/fenir/wolf and I now wonder if this is how it seems to everyone else but the MC. That would be funny if when he is having a conversation with them and the only thing other people hear is him making a bunch of weird sounds and grunts.

The Dock manager in ch.2.2 pg.15 when they were finished said "I have no idea what you guys are speaking but as long as you're fine it's all good!" So it seems that when Keisuke talks to someone he is speaking their language out loud. So yes, no one else has a clue what the hell he's saying to Shiro and only hears him growling and barking like a lunatic who broke out of the insane asylum.
It's hilarious to me.
