You’re right but also wrong. The whole 13 thing is mostly just cuz they never bothered to update the AoC on the national level till recently, for the individual prefectures they’re 16 at the lowest. Which is well within the same parameters as other western countries and is even higher than countries like Germany which iirc has it 15.
