Not really. It's the consequences of alchemy department being badly understaffed and poorly organized due to somebody else' bad personnel policies.

If the paint hardens 5 minutes after being exposed to air, why wouldn't that have happened to the exposed surface while in the bucket?

Think of it like plaster of paris. That stuff hardens fast but you can retard that speed or speed it up or even keep it nearly indefinately wet if you add different types of ingrediants to the plaster as you mix it up.

I seriously think that bratty little sister needs a very long and hard bare bottom spanking from her elder sister. I'm not being lewd or anything. I came from a time when the worst offenses as a kid would warrant that kind of punishment. I did something very stupid when I was 19 and caused a mini disturbance in church and my stepmother told me if I ever did that again she would loosen my belt, and spank me with it. She didn't care that I was 19 at the time. She even claimed that someone in their 30s would deserve the same punishment if they did what I did. Yes I came from a very strict background. Anyway, the reason why I said she needs to be harshly punished like this, is because of how she was raised. That little brat was so spoiled that taking her job and fiance away from her sister was the same as taking her teddy bear when she was little.

She hasn't grown up mentally at all. Simply regretting her actions isn't enough. She needs to learn from her terrible choice of betraying her sister the way she did. She needs a harsh punishment that will fit the crime. However I don't think she needs to be in prison or to be executed. I'm only saying this because she's redeemable. Her parents failed her, raised her improperly, and spoiled her rotten. I don't care how much anyone in real life or in fiction loves their kids. They aren't providing proper love if they don't discipline them, and teach them that life isn't without consequences.
