@SomeGuy1 I don't remember any scene took place in Clice's house. Do you mean when Clice is inside the triple-layered max security cell? If that's the one, that place is weird, indeed. On the first panel it was shown, the place looks like a cell with no furnitures. But then suddenly a high-tech work desk pops out of nowhere in another panel (at least the LCD wall can still be reasoned with as just popped out from the ceiling).

Well, it's probably just an oversight from Akimoto-sensei. If it helps, think of it like this:
1. The work desk has always been there, it's just not shown.
2. The cell probably got hidden entry points other than the cage door (that was pulled up on Clice's demand). That's where the guards rushing in from.

No, the mangaka just follows real-time events and climate really, because it started back up in 2017 it's just 2017 in-universe now, same as with early on where the manga goes from the bubble era to the recession.

It's definitely the first that's for sure, because like while time passes to a certain extent it really only does so because the chapters themselves are being made in current time, your simpsons analogy is pretty apt here it really is just cartoon time.

Dang, so due to the premise and cartoon time shenanigans Clice went from being a boomer (og body) to a gen x(first publication female body) and now has the body of a zoomer (fembody nowadays) lmao.

It got sporadic volumes between 1985 and 2007 and then got picked up again in 2017 so we've basically just hit the modern volumes

That looks like a Skorpion Evo Clice is wielding, so this chapter could have been set around 2009. Or it could have happened in 2010, because that is when the Burj Khalifa was opened for business.
