2) You don't seem to understand the nature of abuse which is not so much about physical harm as it is about the loss of bodily autonomy. While being patted is preferable to being beaten, it does not change the fact that the former is also a form of abuse. The rabbit girl, who has a history of being physically abused by the MC, did not have a choice to make physical contact therefore the act still reenforced the idea that her body does not belong to her.
2) He was not "stopped". The other maid basically offered herself as a sacrifice in the rabbit girl's place.

He put her on his lap to show he wasn’t going to beat her (have you ever tried moving your arms when someone in on your lap? Pretty dam difficult to throw a punch in that situation would you not agree?) and he headpatted her to show he wasn’t doing the things he would normally do. This can be seen in the fact she is very confused when he headpats her rather then hit her
3. Did he continue trying to touch her tail after the other girl objected? If the answer is no then she very much did stop him

Partially true but one already has strong feelings for him, for beast girl she was treated the worst so it may take a while for her to come around. The third seems to type to respect the strong perhaps the time that wanted to be with someone's stronger than herTreat them better? More like he sexually harassed them when the character he reincarnated as was already known for that and somehow that makes the girls immediately see him more favorably.
Its kinda messed up if the author's idea of treating women suffering from abuse better is to compliment them for their appearance or sitting them down on your lap and groping them. He was about to touch her tail/butt wtf.
