Yunbo mentioned special elder zones last chapter and Tenko did on this one. Guess my theory about this manga taking place in the same universe as Tempest was right; either that or it's just a nice easter egg for people following the author's work.

Chapter 2.1 seems to take place prior to 0.1 and the rest. That's just a guess based on Nozuchi being the target here, but all the other chapters are clearly sequential, moving forward from Nozuchi's death.
