I'm willing to bet that they're using one of the elf's friends to breed the goblins. The plan would have been to lure the elf off of the island to meet her friends, at which point the govt would have all the power in the relationship and press another female into the goblin breeding (because why use one of your own human females when you could use someone who doesn't even have citizenship or (technically) human rights?). Heck, why even mention the friends and bring up the dungeon-monster breeding if they weren't related?

If I were writing this, the secretary would probably be involved in a long-term plot to bait the elf and mc off the island, who would be attempting a covert mission to free the friends. From there, they could be legally detained and the island/dungeon seized. The goblins right now would be part of the plot, with the citizenship request being immediately stonewalled.

um... yea... the groups I mentioned are all resource leaches who will never provide back, and who would likely all be just killed anyway with their stories never being told, I mean if you are going this far, I can think of quite a few reasons for doing it and how to do it in scale where people wont even be aware till its too late.

and as for rape not being acceptable... depending on where you are sentenced for prison, you are essentially being sentenced to rape, it isn't THAT much further down the line to become a baby factory.

The only man in this manga is the mc. You can immediately recognize a wish-fulfilling manga/novel by comparing the gender ratio.

It was still early to tell the tone of this series but it suddenly took a darker one. Lots of isekai make mentions of sex slave and goblin rape but it does feel worst when the goblin rape is manipulated and on purpose. Would've rather a more slice of life tone, I know one instance where the government at least helps the MC like in the Monster Girl series or maybe like that isekai where the dungeon is in the MC's garage door.

1.) Why the fuck would you breed goblins other than for research purposes?
2.) Why was that dumbfuck previous woman allowed to do what she did for as long as she did when it was clear that they knew what she was doing? And, of all things, WHY THE FUCK WOULD YOU SEND GOBLINS TO TRY AND KILL THEM?! Like just sending a few goblins against an adventurer elf that is used to fighting and killing them is basically leading the goblins to a slaughter. It's beyond dumb.
3.) Why doesn't the Japanese government just tell the MC that his island is, in fact, Japanese land and eminent domain his ass? Oh, because that would actually happen in reality and this dumbfuck manga would end right there. And you could easily cover up the existence of a literal otherworldly dungeon by just claiming that there's something hazardous there on the PREVIOUSLY UNINHABITED ISLAND like, say, uranium deposits or something. And if MC starts going "NO! DA GUBMINT TOOK MER LAND BECUZ ISEKAI DUNGEON!"... then let him, because no one is going to believe him unless he parades Elisa around in front of the UN assembly or something.

A better question is how the fuck the government found out that there was a dungeon on the island in the first place. Literally the only explanation is the previous megacunt in charge found a picture of Elisa on social media and came to the conclusion she's definitely a real elf (...in Japan. Where people cosplay all the time.) and then somehow instantly found out who our MC is and then also jumped immediately onto the next "logical" conclusion that, yes, there must be a dungeon on his island. This writing... Fuck me.
