It's both, too dangerous with random teleports.

Some teleports do have fixed locations, but all the others, especially the ones that act as traps are usually set to teleport at random locations.

Traps teleport to a random location on the same floor. No guarantee they would be in the same spot. Roxy was also a huge part of their damage. They were crippled without her hence Geese desperately trying to find another mage before Rudy showed up.
