The translations are somewhat lacking in quality so it's not that clear unless you think about it. Basically the locations that you can be teleported to are pre-determined (like from a list), but which of the pre-determined places you will be sent to is unknown each time you teleport, and happens at random.

So lets say you could be teleported to one of 5 places - A, B, C, D or E.

Person 1 may get sent to A and person 2 gets sent to D, for example.
